1 Who are securities supervisory authorities and what are their functions? The Lao Securities Commission, abbreviated as “LSCO”, is an organization of the government, having responsibility in supervising securities activities in a centralized and uniformed manner throughout the country including supervising, monitoring and inspection of securities activities to ensure effectiveness, the continuous and sustainable fundraising and development of securities market, which contributed to the national socio-economic development.
The Lao Securities Commission Office, abbreviated as “LSCO”, acts as an implementing agency for the LSC. The LSCO is an organization equivalent to department level and is under direct supervision of the LSC, in charge of implementing the supervision of securities activities to ensure the peacefulness, properness and consistency with policies, laws and regulations and the National Socio-Economic Development of the Government from time to time.
2 What is Financial Market? Financial Market refer broadly to a marketplace which connects those who have excess funds and makes these funds available to those who need additional money. The Financial Market consists of two types including money market and capital market.
Money market refers to a marketplace which operates financial businesses by trading financial instruments with high liquidity and short-term maturity such as certificate of deposits, commercial paper, repurchase agreement, promissory note and other related financial transactions. In the other words, money market refers to indirect short-term funding allocation proceeding between those who need additional money (borrowers) and savers (lenders) through commercial banks. The banks collect deposited funds and make the funds available as credits. Most of the money market funds borrowed from commercial banks are mainly used as working capital or to manage short-term financial liquidity.
Capital market refers to a marketplace which enable the raising of long-term capital, or in the other words capital market refers to direct long-term funding allocation proceeding from those with extra funds such as individual or institutional investors to those who need additional money such as government or enterprises (private entities). The fund raising may be conducted through issuance of securities (shares, bonds, corporate bonds and other securities). The proceeds may be used for long-term investment purposes such as investment in construction of factories, expanding production and service lines, construction of infrastructure and etc.
Capital market comprise securities exchange which acts as a central facility for the organized trading of securities, clearing and settlement and depository of securities that are listed in the securities exchange.
  
3 In case where found or suspect any person or juristic person in violation of laws and regulations relating to securities activities, how could one file a claim or a complaint? juristic person in violation of laws and regulations relating to securities activities, how could one file a claim or a complaint?
In case where found or suspect any misconducts of person or juristic person against laws and regulations relating to securities, one may file a claim or a complaint as follows:
1) Report in person:
– You may file a claim or a complaint in person during business hours at the Lao Securities Commission Office (LSCO) in Phonsa Art Village, Saysettha District, Vientiane, Lao PDR;
– The authorised staff of the Lao Securities Commission Office shall receive and record any information on claim or complaint filed.
2) Post office:
– You may download the form from the LSCO’s website at: www.lsc.gov.la;
– Completely fill in the information about the claim or complaint into the form;
– Submit the claim or a complaint via P.O Box 5761.
3) Telephone:
– You may call the number: 1602 (emergency number) during business hours from 08:00-16:00. The calls via this number is free of charge;
– The authorised staff of the Lao Securities Commission shall answer your call and record any information about the claim or complaint.
